Newfoundland and Labrador’s Provincial Nominee Program (NLPNP) gives an opportunity to prospective immigrants with the required skills and experience to receive a Newfoundland and Labrador provincial nomination.
There are following immigration categories under NLPNP:
- Newfoundland & Labrador Express Entry Skilled Worker
- Skilled Worker Category
- International Graduate Category
- International Entrepreneur Category
- International Graduate Entrepreneur Category
- Atlantic Immigration Pilot Program
This is a pathway for candidates who intend to permanently work and live in Newfoundland and Labrador. Prospective immigrants must be accepted into Canada’s Express Entry system pool, have a job offer in Newfoundland and Labrador, and have an intention to reside permanently in this province.
Individuals nominated by the NLPNP will obtain additional points under the Comprehensive Ranking System, resulting in an Invitation to Apply for Canadian permanent residence.

This pathway is for international workers and prospective immigrants with skills that are valuable to the labour market. Qualified candidates are required to have a guaranteed job offer from a local employer, or be currently working in the province on a valid work permit. Employers must also demonstrate a need for the applicant’s expertise.

The NLPNP accepts applications under this category from recent graduates who possess a Post-Graduate Work Permit. Candidates must also have either a job or job offer from a Newfoundland and Labrador employer. Candidates’ job should be related to their field of study or be comparable to their skills, training and/or experience.

This category is aimed at experienced business owners or senior business managers who have a wish to settle permanently in Newfoundland and Labrador.
Candidates for International Entrepreneur Category must launch a new or purchase an existing business and must actively take part in daily operations of the business.
One year after operating the business, the international entrepreneur may be nominated for PR status.

This category is designed for graduates of Memorial University or College of the North Atlantic who have already commenced or purchased a local business and maintained daily operations for at least one continuous year. In order to receive nomination for permanent resident status, the graduate entrepreneur must fulfill certain criteria outlined by the Office of Immigration and Multiculturalism.

Newfoundland and Labrador is a part of Atlantic Immigration Pilot Program among other 3 other Atlantic provinces. AIPP allows provinces to work closely with the federal government of Canada in order to fill employment gaps and hire skilled foreign nationals.
